Wisconsin directs has a General Assistance fund that provides help to households with limited assets or who lack the means of support to provide a minimum of life's necessities, which include the cost of home heating and utility bills. General assistance is provided to households only as a last resort.

Your local and state sales taxes are suspended for LIHEAP eligible households for the cost paid for home heating. It is a way to direct additional funds to those struggling households to relieve the costs of home heating bills.

Housing Cost Reduction Initiative Utility Bill Payment Program. Wisconsin state funds are distributed for payment of uncollectible utility bill arrearages. Assistance is provided to households that pay more than 35 percent of their total income to bills and if the household has exhausted other sources of assistance for paying their bills.

Low-Income Energy Efficiency Assistance Program
Focus On Energy is a private-public partnership that offers energy services and information utility customers in  Wisconsin. The Targeted Home Performance with ENERGY STAR assistance program assists Wisconsin state residents in making energy efficiency updates to their homes. Wisconsin residents who receive their electricity from a participating utility (which is most), and those households who meet the income requirements, are eligible to receive help. Depending on results from a home energy assessment that is provided, energy efficiency measures giving may include sealing air leaks, insulation, heating system update or energy saving devices. Commitment to Community Program
A customer in Wisconsin who participates in any other state heating assistance program is automatically eligible for this program. It provides an electric bill credit on the customers bill.
