Programs in New Jersey to help with electric, heating, and utility bills.

Find help with utility and heating bills in all areas including Newark and Jersey City. New Jersey also has an assistance program that will help you with your mortgage, help you avoid foreclosure, and provide assistance refinancing.

Lifeline Assistance Program
Funded by the state of New Jersey general fund, this program provides a credit on gas, heating or electric bills of $225 per year to disabled and senior tenants and homeowners. Beneficiaries of Medical Assistance to the Aged, New Jersey Care, or Medical Assistance Only, are sent applications for Lifeline automatically every August. Supplemental Security Income recipients receive Lifeline automatically.

Universal Service Fund
In the summer of 2004, New Jersey’s Board of Public Utilities (BPU) provided help for funding for the state’s 2004-2005 Universal Service Fund (USF) low-income energy assistance program. That program began in 2003. The USF will provide help in the form of a fixed credit percentage of income payment plan under which participants will be required to pay no more than six percent of their annual income toward utility and electric bills. Assistance with heating bills is also provided. New Jersey electric and gas customers that have a household income that is equal to or less than 175 percent of the federal poverty level are eligible for the program. Learn more.

New Jersey Comfort Partners
Help paying utility bills is provided through the Societal Benefits Charge created under New Jersey's restructuring legislation. Energy efficiency measures include: hot water conservation measures, efficient lighting products, refrigerator replacement, insulation upgrades, programmable thermostats, air sealing, duct sealing and repair, and heating/cooling equipment maintenance, repair and/or replacement. Energy counseling, education and utility bill arrearage forgiveness for participants who agree to payment plans are included.






New Jersey SHARES (Statewide Heating Assistance and Referral for Energy Services)
This is a statewide, year-round energy assistance fund for families and individuals living in New Jersey who may be in need of temporary help in paying their utility and heating bills. To be eligible, you must be a non-welfare recipient and be an energy customer who is experiencing a financial crisis, have previously demonstrated a good faith effort to pay their utility bills, and have exhausted all other available sources of utility and heating bill assistance. Jersey Central Power and Light - Several different services are offered to customers who are struggling with paying their energy bills. Read about the Jersey Central Power and Light financial aid programs and resources that are available to the low income.

Energy conservation and weatherization - Federal government funds, combined with state of New Jersey resources, pay for and administer the weatherization program. This will provide qualified homeowners with free energy conservation and other improvements for their home. Participants can save hundreds of dollars per year on their utility bills. Read more.
