Missouri utility and heating bill assistance programs

AmerenUE provides assistance with bills and funding for weatherization programs for its customers, which can in particular help with high heating bills by helping people save energy.

Operation Weather Survival (OWS)
This program is a coalition of St. Louis county and city agencies, social service agencies, utilities, and health organizations that meet regularly to address the needs of those who are most vulnerable in severe weather - typically the lower income and elderly. AmerenUE will provides air conditioning units and minor weatherization under the OWS program.

H.E.L.P. (Heat Energy and Light Program)
Provides one-time emergency assistance grants to help low-income families paying their utility bills, if the families have young children in the home.






C.A.S.H. (Citizens Assisting Seniors and Handicapped)
Provides emergency help paying bills to people with disabilities and to low-income senior citizens.

Community Services League
They have a program that offers help to people, including senior citizens, who want to make such home improvements and upgrades such as adding insulation and adding weather stripping around doors and windows, etc.

Empire District Electric Company
Empire's Action to Support the Elderly (EASE)
This program provides deposit and late fee waivers for elderly customers (age 60 and older) as well as  handicapped customers.

Independence Power & Light Department
Independence Rate Assistance Program (IRAP)
If you are 60 years or older, or disabled, you pay 50% of the electric charges on your bill, and the utility will help with paying the balance. Contact the Community Services League.

Funds from this aid program may be used for: electricity, natural, artificial or propane gas, coal, wood, or heating fuel oil or water.

They offers free workshops on energy saving methods for customers through churches, government agencies, and civic organizations.

Dollar-Help, Inc. (DHI)
This other program offered by Laclede is a partnership between DHI partners and Laclede Gas Company that will help provide cash grants and funds to elderly, lower income, and disabled households.

Missouri Community Action Directors' Association
The companies and organizations that are part of this association meet every month to try and better run and coordinate the various organizations that help low income Missourians with utility bills, including the Utilicare program. More.

Missouri Public Service (MPS) offers a low income weatherization funding program that is distributed to community action agencies. To be eligible, you must be within at least 125% of poverty level and reside in either a site built or mobile home. Measures they provide help with include: compact fluorescent lights; low flow shower heads; tank and pipe wrap; duct repair; kitchen aerators; attic, wall, and floor insulation.

North Central Missouri Electric Cooperative, Inc.
Caring Co-op Neighbors
An aid program for NCMEC members to assist them with a variety of emergency needs. For example, it will help those who are victims of fire, medical emergency or medical bills, natural disaster, accident, or other criteria.

Emergency Charitable Assistance

A federal government funded program that can help Missouri families save energy and therefore money on their utility bills. While not technically a charity program, it does provide free services to homeowners which don’t need to be repaid. Read more weatherization in Missouri.

This is a utility bill assistance program that is focused on the disabled, elderly and lower income households. The aid is also focused on those people, because of unexpected expenses such as a death in the family, a birth, or other issues those individuals may find themselves unable to pay their heating or utility bills. HeatShare provides payments toward natural gas, electricity, propane, fuel oil or wood bills. Grants may also be available for critical, emergency repairs to air conditioners, furnaces, hot water heaters and other energy related equipment. Help is also available for repairs to broken doors or windows.

Heat-Up St. Louis
Provides energy aid and grants that range from $100 to $600 to qualified applicants. Heat-Up St. Louis Inc. is an all-volunteer, regional charity that focuses on helping the disabled, elderly, and lower income households with their delinquent heating or utility bills.
