The utility company is willing to work with customers, and people should call CL&P's Credit and Collections Center at 1-800-286-2828 (860-947-2828 in the Hartford and Meriden calling areas) to explore solutions or to make payment arrangements. The Contingency Heating Assistance Program (CHAP) - This service provides energy and heating bill assistance to households whose income is at or below 60 percent of the Connecticut state median income level. Interested customers should call 2-1-1 immediately for local agency information regarding where they can apply for energy assistance.

The Winter Protection Program - This is a program offered by most utility and gas companies in Connecticut. It helps those people with financial challenges. The company partners and works year-round with social service providers, charities and non-profit agencies to educate customers about programs available, including energy assistance through the Connecticut Energy Assistance Program (CEAP). As just one example, CEAP will provide cash grants and other forms of financial assistance to help Connecticut residents pay their utility and heating bills. There are some income levels that need to be met before people can qualify for help.

WRAP is a program that will help customers reduce their utility bills. It is a weatherization program. It is administered and offered to families through the Energy Efficiency Fund, CL&P and Yankee Gas. The  WRAP program provides low-income and other qualified customers with a comprehensive range of weatherization, energy conservation and also even tips and other educational services in order to reduce their energy usage. Unfortunately, according to statistics from the U.S. Department of Energy, low-income customers use a greater percentage of their income to pay for their energy bills than other households, so there need for help is the greatest.
